Ask "what else" until they've dried up twice.

You asked for ideas, got three in the first two minutes, and said "great, that works." You didn't run out of ideas, you ran out of asking. The first wave is everyone's most obvious thought, which is why it arrives fast, and why you've still never heard what your team actually thinks.

Hold

Say "what else?" and then nothing. The silence will feel like the meeting has gone wrong. It hasn't, that's wave two arriving. If someone says they've got nothing, the line is "I'll wait."
